Can a regular person buy in bulk?

If you are a consumer, the only legal way to buy deal wholesale without a license is to do so. This is not a problem if you are a customer of a company that resells wholesale goods to the general public. There are hundreds of wholesale companies that simply import goods and resell them for a profit.
